how to add new writing language to firmware

i have v21
i want to add th arabic language to it
that i can write in arabic and hebrew  booooth
were i can fing the language writing fils
i open the firmware  with thee cooking tools
and search about the fils  i cant find them

were i can find and modify   writing languags?
